JOB REQUIREMENTS: WAUSHARA COUNTY POSITION DESCRIPTION TITLE: Chief

Deputy LEVEL: D DEPARTMENT: Sheriff DATE: 01/2023 FUNCTION: This position is second in command to the Sheriff and the administrative personnel officer for the department. It directs routine operations of the department and ensures accurate records of activities are maintained; all matters, civil and criminal where juveniles or adults are involved. MAJOR RESPONSIBILITIES: 1. Maintains liaison with the Sheriff regarding operations in the Sheriff\'s Office. 2. Maintains liaison with other Waushara County Departments regarding items of mutual interest, concern and responsibility. 3. Ensures that all training is conducted and documented to assure compliance with regulations. 4. Ensures that all members of the department know how and do conduct themselves properly with the public. 5. Assists with developing staff work schedules. 6. Reviews files and records, as necessary, to ensure proper follow-up and completion. 7. Assist with the development and management of the Sheriff\'s Office budget. 8. Conducts evaluations of administrative staff. 9. Reviews evaluations of all staff members. 10. Familiar with labor negotiations and contract administration. 11. Other duties as assigned by the Sheriff. WORKING ELEMENTS A. Education, Training and Experience High School graduate, and 60 college credits or Associate degree in Police Science desirable. In service training on civil and criminal law. Seven to ten years in law enforcement work of which three years supervising people in law enforcement work. Chief Deputy Sheriff Page 2 A. Education, Training and Experience (cont.) Knowledge of First Aid and universal precautions. Hold and maintain a valid Wisconsin Driver\'s License. B. Knowledge, Ability, and Skills Knowledge of Wisconsin Vehicular and criminal laws and Wisconsin Juvenile code; of proper procedures of arrest, search and seizure. Knowledge of department record keeping, routines, policies; report preparation and courtroom procedures. C. Responsibility and Authority Must be deputized by the Waushara County Sheriff. Responsible for the safety of the public. Directly supervises officers in charge of the various sections. Advises on the need for new and updated equipment. Responsible for accurate equipment records. This position is responsible for maintaining good working relationships with employees and all other departments in Waushara County. Keeping in mind the needs of the community. D. Working Conditions Personal hazard due to the nature of police work. On call for duty at all times. Position is primarily working within the office/jail/dispatch area but is subject to riding in vehicle, standing, walking, running, sitting, physical force may be required at times. Ability to communicate both verbally and in writing. Must be able to view area and hear. Potential to work in all weather conditions. Could include smoke, fumes, hazardous chemicals, clients with infectious diseases. May require climbing, swimming, working in cramped spaces. Must be a Waushara County resident. SUPERVISORY: 5 Is considered an executive leader and has the highest level of management responsibilities and is accountable for multiple functions. Manages and provides direction and oversight to department managers and operational units through direct supervision and/or operational oversight. ADMINISTRATIVE: 3 Leadership and administrative responsibilities are generally complex involving varied and moderately complex operations. Responsibilities include developing and administering a unit or department budget. Position involves frequent rendering of functional advice, counsel to widely diversified groups, and has functional authority to ensure operational efficiencies and effectiveness. PUBLIC/CUSTOMER RELATIONS: 4 Public/customer relations involves the explanation of complex programs or county services, various requirements, rules, and guidelines. Where conflicting interpretations may exist possesses limited authority to negotiate changes or agreements. GOVERNMENT RELATIONS: 3 Serves as the primary resource/contact person for outside agencies/entities for clarifying and interpreting rules and the impacts of law changes. Provides recommendations for rule/law/regulatory changes. SAFETY OF OTHERS: 3 Responsible for the safety of others on the job. Provides oversight of work groups and/or public served where there is a moderate exposure to physical hazards or threats. Requires routine training for common workplace or public safety concerns. COMPLEXITY OF DUTIES & IMPACT OF DECISIONS: 4 Diversified work of a technical and involved nature requiring the use of analytical ability and independent thinking and judgment to complete assignments where only general practice, precedents, and functional principles are applicable. Significant responsibility for decisions and final recommendations usually affect more than one department. Authority to make decisions at the department level. Work is reviewed for departmental results obtained. ENVIRONMENTAL: 2 Limited exposure to disagreeable elements such as dirt, temperature fluctuation, and/or limited exposure to weather conditions. Limited travel. PHYSICAL DEMANDS/HAZARDS: 2 Normal mental and visual attention is required. Light physical demands to include bending, twisting, and turning, and light lifting.
