You will have the opportunity to work within the Onsite Sewage (OSTDS) regulatory program.

Reporting to the OSTDS Consultant, environmental health threats are mitigated through conducting inspections and risk assessments. The ideal candidate would be someone passionate about environmental public health causes and a desire to develop their scientific, regulatory, and public relations professional skills. The position is based in Daytona Beach, Florida. Most of your daily time will be spent out in the community interacting with the public and inspecting facilities. Each day will also involve some office time for report writing, answering calls and processing inspection-related documents.

Conducts inspections, inspection-tracking, enforcement and data management for OSTDS Operating Permits including Performance Based Treatment, Aerobic Treatment, Industrial/Manufacturing Zone, and Commercial systems within Volusia County. Conducts inspections of OSTDS Service Entities including Maintenance and Septage Disposal for compliance with state and county regulations and permit conditions. Tracks inspection progress, reinspection and enforcement status. Ensures permit file data is entered into EHD or is in paper files. Coordinates permit-related activities with clerical, inspector and management staff to track problems and proactively identify compliance issues. Enters and updates information in Environmental Health Database (EHD) including inspections, new permits, and permit contact information.

Required Knowledge, Skills, and Abilities:

  • Knowledge of Software programs used by FDOH for environmental health inspections, data collection and analysis.
  • Knowledge of Chapter 381 Florida Statues associated regulations and Policy 150-4 procedures.
  • Knowledge of Environmental health laws, rules and procedures associated with well/water system and/or OSTDS inspections.
  • Knowledge of Practices used in EPH inspections and how they are used to educate the public, enforce rules and gain compliance.
  • Skills to operate common EH field testing equipment and ancillary inspection equipment.
  • Ability to use DOH and DEP computer programs for program administration, workflow monitoring, data collection.
  • Skill to use EH laws, rules and procedures to conduct an accurate and objective inspection.

Qualifications:

  • Bachelor’s Degree or higher from an accredited college or university with a major in one of the physical or natural sciences, or public health
  • 1 year experience in conducting water system and/or OSTDS inspections.
  • Registered Sanitarian or C.E.H.P.
  • Valid driver’s license.
