­­Overview:

Oak Ridge National Laboratory (ORNL), a world-class leader in scientific research and innovation, is seeking an individual with a strong track record of demonstrating exceptional work in the field of ethics to join our legal team as the ORNL Ethics Officer in Oak Ridge, Tennessee.

 

The goal of the Ethics Program at ORNL is to advance the policy in maintaining the highest ethical and professional standards of performance and conduct, thereby promoting integrity and honesty in all aspects of the Laboratory’s work. Working independently, the role of the Ethics Officer is to implement and manage ORNL’s Ethics Program. The Ethics Officer, with support from a group of stakeholders from across the Laboratory, is responsible for all aspects of the Ethics Program, including identifying, evaluating and eliminating or mitigating personal and organizational conflicts of interest; resolving ethics issues and concerns by providing guidance to ensure actions are aligned with the Laboratory’s Code of Conduct; developing policies and procedures regarding conflicts of interest, lobbying and political activities, acceptance and solicitation of gifts, scientific integrity and research misconduct, among other ethics-related topics relevant to ORNL’s operations; and educating and training staff on ethics-related requirements and expectations.

Major Duties/Responsibilities:

• Deliver ORNL’s mission by aligning behaviors, priorities, and interactions with ORNL’s core values of Impact, Integrity, Teamwork, Safety, and Service.
• Manage, advance, implement, and assess ORNL’s Ethics Program, ensuring compliance with DOE, contractual, and regulatory requirements.
• Advise and provide guidance to employees and managers on ethical questions and concerns.
• Oversee Ethics related computer-based modules including NAVEX and the ORNL conflict of interest disclosure system, ensuring accuracy, timely updates, reporting, and user support.
• Chair and coordinate governance bodies including the Ethics Council, Research Conflict of Interest Advisory Committee, and Ethics Team Meetings.
• Represent the Ethics Program and participate in various committees and stakeholder working groups within ORNL and across the DOE complex.
• Lead training and awareness initiatives, including New Employee Orientation, Integrity in Action seminars, Ethics Refresher Training, Ethics Awareness Month and ad hoc sessions.
• Maintain and steward guiding ethics documents including institutional policies, the Guide to Everyday Ethics, internal operating procedures, and the Code of Business Ethics and Conduct.
• Implement monthly ethics communications such as newsletters and intranet updates and host Ethics Office Hours for staff guidance.
• Administer the conflict-of-interest disclosure process: review disclosures, develop mitigation plans, track completion and delinquency, and report trends to leadership.
• Partner with organizational stakeholders to proactively identify areas of risk and develop, update, implement, and communicate internal policies and procedures regarding ethical rules and expectations in all aspects of Laboratory operations (e.g., sponsored research, technology transfer, procurement and subcontracting, employee outside activities, nepotism).
• Track program effectiveness through self-assessments, peer reviews and external audits, reports, disclosure trends, and training completion. Provide dashboards and updates to leadership.
• Identify and implement program enhancements, benchmarking against DOE laboratories and industry best practices.

 

Basic Qualifications:

• BS or higher in business administration, law, audit, finance, accounting, or a related field.
• A minimum of 8 years’ professional work experience with at least 3 years in an ethics-related field.
• Experience developing and presenting briefings and training courses to employees and managers.

 

 

Preferred Qualifications:

• Certified Compliance and Ethics Professional or similar credential.
• An advanced degree in law (J.D.), business (M.B.A), or a related field.
• Five to 10 years of experience in an ethics-related field, or 5 to 10 years of legal experience in government, law firms or large/complex corporations, with at least the past 3 to 5 years focused on an ethics-related field.
• Familiarity with the DOE, as well as its facilities and management and operating contractor system.
• Experience in designing and implementing major elements of an ethics program and conflict of interest policies.
• Experience working in a heavily regulated and/or audited environment.
• Highly developed writing and communication skills and strong counseling and negotiating skills.
• A desire for and the ability to operate successfully in a culture that values teamwork and collaboration and celebrates organizational success.
• Excellent analytical and problem-solving skills and a commitment to providing quality service to clients in a professional service organization.
• Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the Laboratory.
• Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

 

 

Security, Credentialing, and Eligibility Requirements:
For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required. Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

For foreign national candidates:
If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) risk determination to maintain employment. Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.
