Position Overview and Responsibilities:

The State Chief Data Officer (CDO) serves as Florida’s enterprise data strategist responsible for driving data interoperability, enabling cross-agency data alignment, and advancing the state’s data modernization efforts. Reporting to the State Chief Information Officer (CIO), the CDO leads the development and coordination of data standards, interoperability frameworks, and initiatives that promote secure, responsible, and value-driven use of data across the State’s 35 agencies. The CDO guides the use of data as a strategic asset and supports statewide priorities through shared data initiatives and policy alignment.

Key Responsibilities:

• Enterprise Standards: Develop, publish, and maintain technical standards for data exchange, classification, and interoperability that support a unified statewide approach.
• Data Architecture: Support the creation and evolution of Florida’s enterprise data architecture in support of digital government initiatives.
• Agency Collaboration: Provide consultation and coordination to state agencies to support enterprise data efforts, facilitate modernization, and eliminate redundancy.
• Secure Interoperability: Ensure that data exchanges between agencies are secure, resilient, efficient, and aligned with legal and policy requirements.

Strategic Responsibilities:

• Interagency Data Interoperability: Drive the design and adoption of secure and resilient data-sharing mechanisms between agencies—using standards such as REST, SOAP, and other API-based services—to enable smarter decision-making and improved outcomes for Floridians.
• Data Discovery for Strategic Insight: Identify key data sets needed to answer complex questions and provide critical information to policy makers.
• Data as an Asset & Risk Awareness: Promote the use of data as a strategic asset with consideration of its sensitivity and risk classification.
• Authoritative Data Stewardship: Lead and facilitate efforts to identify, define, and operationalize new authoritative data sources needed to support state priorities such as emergency response, public health, economic development, and social services.
• Structured & Unstructured Data Protection: Ensure that data protection strategies address both structured (databases, systems) and unstructured (documents, files, messages) data, aligned with classification levels and agency-specific risk.
• Data Governance Enablement: Support and align with agency-level data governance structures, helping agencies mature their practices while promoting enterprise-wide consistency where beneficial.
• Enterprise Data Strategy Leadership: Maintain and evolve the State of Florida’s enterprise data strategy, aligning efforts with enterprise architecture, cybersecurity, project oversight, and operational goals.
• Stakeholder Engagement: Represent Florida in external forums, intergovernmental data collaboratives, and public-sector data networks.

Knowledge, skills and abilities:  

• Strong understanding of modern data-sharing technologies (REST, SOAP, APIs), metadata standards, data classification, and data lifecycle management.
• Experience working in federated data environments where ownership remains with distributed entities.
• Proven success leading enterprise-level strategic initiatives involving multiple stakeholders.
• Knowledge of applicable laws, regulations, and policies regarding data security, privacy, and access (e.g., HIPAA, CJIS, public records laws).

Minimum Qualifications:

• A bachelor’s degree in data science, information systems, public administration, computer science, or related field; a master’s degree preferred.
• A minimum of eight years of senior leadership experience in data strategy, analytics, governance, or public-sector IT transformation, with at least three years in an executive or enterprise-level coordination role.

Highly Preferred Qualifications:

• Experience working in or with state or federal government data programs.
• Certifications such as CDMP, CIPP, TOGAF, or CGEIT.
• Experience with enterprise data cataloging tools, interoperability platforms, or data-sharing environments.
• Familiarity with cybersecurity and digital government frameworks.

• Ability to sit and stand for extended periods of time.
• Ability to drive and/or fly for long distances.
• Ability to lift, push and pull up to 30lbs.
