Description 

The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 27 country and territory members. In pursuit of sustainable development to benefit Pacific people, our organisation works across more than 25 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health, geoscience, and conservation of plant genetic resources for food and agriculture.

The Strategy, Performance & Learning (SPL) unit is a specialized unit within the Office of the Director-General, with responsibilities for co-developing SPC Strategic Plan and the necessary methodology, capability and practice for monitoring and reporting against the Strategic Plan. SPL has staff based at our headquarters in Noumea, as well as our regional office in Suva. We provide whole of organization service (Secretariat and member) through i) Strategy and Planning; ii) Monitoring, Evaluation & Learning; iii) Programming and Design. Our work is focused on creating the conditions for change, grounded in contextually relevant and culturally responsive practice.

The role - Integrated Planning Coordinator plays a pivotal role in advancing the Pacific Community’s service delivery by anchoring coherent, member-centric planning processes that align regional priorities with national development aspirations. Central to this role is supporting SPL collaborating with the Pacific MEL (Monitoring, Evaluation, and Learning), 2050 MEL Working Group and national planners across Pacific Island Countries and Territories (PICTs) to integrate the Rebbilib Roadmap, PMEL convenings, 2050 Strategy for the Blue Pacific Continent and the SDG Pacific Regional Roadmap into national development planning, reporting, and decision-making frameworks. The coordinator will support SPC-wide integrated planning efforts, strengthening linkages between divisional programs, flagships, and cross-cutting themes such as climate and disaster resilience, gender equality, and digital transformation; and its response to the Independent Institutional Review and efforts of the OneSPC Transformation Program. 

The key responsibilities of the role include:

Coordinate integrated planning support to SPL, SPC divisions, flagships, operations and members

• Support SPL with improving planning and integrated planning in line with recommendations from the Independent Institutional Review.
• Provide project coordination support to SPL to better meet the organisational planning needs.
• Support collaboration with Statistics for Development Division to better meet the needs of National Planners in between Heads of Planning and Statistics (HoPS).
• Coordinate resource mobilisation efforts to secure ongoing funding to meet the aspirations of national planners.
• Support the facilitation of consultative planning processes to co-design specific initiatives, relationships and collaborations, including negotiating priorities and arranging convenings.

Coordinate planning capacity strengthening initiatives

• Coordinate response to national and regional requests for capacity strengthening. This may include the engagement of consultants to support the team who deliver training, procurement and other administrative support.
• Support access to on-the-job training, short courses, micro-qualifications, graduate programmes, along with follow-up technical assistance, coaching, mentoring, peer learning.
• Coordinate convenings, webinars or other short session formats including Pacific examples and presenters, run online or in-person
• Support the sharing of learning and emerging issues related to planning.

Support initiatives for coherent planning organisational culture and enabling environments

• Support initiatives aimed at building or continuously strengthening Planning organisational culture. This includes building awareness, literacy and leadership.
• Identify the enabling conditions for planning, and support the monitoring and review to make adjustments where necessary.
• Support the identification of needs and priorities with focal points.
• Support the development of policies, frameworks, strategic plans, and theories of change at both sectoral and national levels.
• Support the establishment of Pacific Planning standards and SOPs.

Support to Institutionalising Integrated Planning via the OneSPC Transformation Programme 

• Provide coordination and project support to the OneSPC Transformation team.
• Support the integration of OneSPC planning approaches into SPC’s corporate planning processes.
• Support the delivery of training on integrated planning tools and methods.
• Coordinate tasks related to piloting new business operations that enhance planning efficiency across divisions.

Key selection criteria

Qualifications  

• Bachelor’s degree in a relevant field such as evaluation, international development, public sector policy, adult learning or equivalent body of knowledge and experience.  

Technical expertise

• At least 5 years of experience in the design, leadership, and management of national planning programmes and projects in the Pacific.
• Understanding Pacific ways of learning, engagement, and/or partnership building.
• Experience in national planning, monitoring, evaluation and learning system and processes of planning office in the Pacific and understanding of best practices in development effectiveness.
• Demonstrated experience in building or supporting communities of practice / professional networks.
• Capacity development skills.

Language skills  

• Excellent English communication skills (oral and written) with a working knowledge of French being an advantage.  

Interpersonal skills and cultural awareness  

• Ability to work in a multicultural, inclusive and equitable environment.

Salary, terms and conditions

Contract Duration – 3 years – subject to renewal depending on funding and performance

Remuneration – The Integrated Planning Coordinator is a band 9 position in SPC’s 2025 salary scale, with a starting salary range of 2,399‒2,998 SDR (special drawing rights) per month, which currently converts to approximately FJD 7,220–9,025 (USD 3,190–3,988; EUR 2,938–3,672). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji – SPC provides a housing allowance of FJD 1,500–5,200 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).
