Position Overview:

The Data Scientist will be responsible for leveraging advanced analytics, machine learning, and AI techniques to generate actionable insights and improve the efficiency of CalHEERS operations. This role involves working collaboratively with CalHEERS, Covered California, and DHCS data teams to design, implement, and optimize analytical models that support policy, operational, and business decisions.

Key Responsibilities:

• Lead and mentor teams of data scientists and programmers in developing machine learning algorithms and predictive modeling processes.
• Identify and implement opportunities for using AI and data science to improve CalHEERS business outcomes.
• Design, develop, and deploy machine learning models and algorithms to support statistical and probabilistic analyses.
• Manage, clean, and organize large-scale structured and unstructured datasets ("big data") for analytical use.
• Perform data wrangling and transformation to enable efficient access and analysis.
• Conduct data and error analysis to ensure data quality, consistency, and accuracy.
• Extract, transform, and load (ETL) data from multiple sources into data warehouse systems.
• Analyze data for patterns, trends, and correlations to guide decision-making.
• Develop and document methodologies, algorithms, and data models to support advanced analytics.
• Collaborate with data engineers, business analysts, and policy experts to define requirements and ensure alignment with organizational objectives.
• Ensure compliance with federal, state, and organizational data governance and security policies.
• Serve as a subject matter expert (SME) in data science and analytics for CalHEERS stakeholders.

Mandatory Qualifications (MQ):

Qualification

MQ1

5 years' experience within the past 10 years leading teams developing machine learning algorithms or predictive modeling processes.

5 years

MQ2

10 years' experience within the past 15 years sorting, analyzing, and managing large datasets ("big data").

10 years

MQ3

10 years' experience within the past 15 years writing machine learning models and algorithms for statistical and probabilistic analysis; advanced degree in applied statistics, economics, epidemiology, biostatistics, or related field with quantitative methods.

10 years

MQ4

10 years' experience within the past 15 years in data wrangling, cleaning, organizing, categorizing data, and database management, including ETL into data warehouse systems.

10 years

Desirable Qualification (DQ):

Required Skills & Expertise:

• Strong hands-on experience with Python , R , SQL , and data visualization tools.
• Deep understanding of machine learning , AI , statistical modeling , and predictive analytics .
• Experience in data wrangling , ETL , and managing data warehouses .
• Knowledge of cloud-based analytics (AWS, Azure, or GCP).
• Familiarity with CalHEERS , DHCS , or similar public sector systems (preferred).
• Strong communication, documentation, and leadership skills.
